(A). Calling the USCG on VHF CH-16 or 2182.0 kHz is the most effective method.
Normally, NO calling USCG, but there is an exclusion:
47 CFR 80.101(b) U.S. Coast Guard stations may be contacted on 2182 kHz or 156.800 MHz for test purposes only when tests are being conducted by Commission employees, when FCC-licensed technicians are conducting inspections on behalf of the Commission, when qualified technicians are installing or repairing radiotelephone equipment, or when qualified ship's personnel conduct an operational check requested by the U.S. Coast Guard. In these cases the test must be identified as “FCC” or “technical.”
The following is appropriate regarding to testing:
Tests may be accomplished by using the equipment for normal business.
A daily test is necessary unless the equipment was used for routine traffic.
The test may not interfere with communications in progress and must wait or be suspended if a request to do so is made.

(C). Initiate an ARQ call to a Coast Station and wait for the automatic exchange of answerbacks.
The ARQ, or the automatic retransmissions request, method was designed to overcome errors in transmission. If the transmission is not clear, an automatic resend of the message is requested.
For testing, ARQ process is to call and get a reply, from a Coast Station, and in actual transmission from another ship.

This appears to be a simple solution that does not interfere with radio wave traffic and provides feedback of the results.
